Historical overview of TREV-2 Grupp: from building enterprise into concern

 

General changes and trends in road building in Estonia

In the light of the big changes up from 1991 it was decided to take the direction towards market economy. The transformation was not easy. On conditions of limited resources they thought very little about building and maintaining of roads during the first years of republic's restoration. In addition to serious reduction of orders open economy brought the new concept „competition“. There was no competition in conditions of planned economy during soviet period.

 

Still, while describing the 1990-ties it is much more important to watch the further processes. Today's road building quality and volume have gone through fast and serious development during the 20-years period of state's independency. These changes are of bigger importance if to remember the situation in the beginning of 1990-ties.

 

Good experience, modern management system of road building projects and modern technics as well as necessary and brave decisions ensured the leading possition of Plc TREV-2 Grupp on Estonian building maket. If the first years were mainly connected with reconstruction and building of main roads, then today concern deals with more wide field of action all over Estonia.

 

Administrative changes

In 1991 management of Road Administration decided to separate TREV-2 from organization among first ones. So it started working like a rent enterprise in 1991. Former TREV-2 property was rented from the Ministry of roads and communication. In 1992 the work in the capacity of state enterprise was legally finished. In a year that means in 1993 the workers of the enterprise privatized the rent enterprise and Plc Teede REV-2 was founded. The company was registered on 22th of April 1993.

 

Starting from the foundation of the rent enterprise till nowadays Peeter Vilipuu and Lembit Makstin work in the management of the company. The biggest service of these men is the saving of the enterprise in the beginning of 1990-ties and it's development into a company with wide spectrum of activities. From an enterprise that dealed only with building and reconstruction of main and supporting roads Plc TREV-2 Grupp grew.

 

Foundation of the concern

An important change in activities of Teede REV-2 happened in 2000 when the state set to reorganization of road maintenance system. The aim of the political-economic decision was to separate the roles of customer and executor of works, to involve more private enterprises to the road maintenance and to strengthen the administrative stability of road administrations as state bodies.

 

First of all privatization of Põlva road administration's maintenance and production works took place.  Plc Teede REV-2 won the competition. After the purchase Plc Põlva Teed was founded and for the first time in the company's history it started dealing with maintenance questions. Next year they managed to win the competition for the purchase of maintenance and production works of Raplamaa. The branch company Ltd Rapla Teed was founded. In 2002 property of Valga Road Administration was bought and Ltd Valga Teed was founded. The restructuring of the concern in 2011 led to the merger of Ltd Rapla Teed with Plc Teede REV-2 that is its legal successor at the same time.

 

The puchase of controlling ownership of Plc Titania in 2005 turned to be an important event. By this step units of asphalt production and laying were united.

 

In 2006 Ltd TREV-2 Ehituse was founded. Nowadays the company suggests the customer universal solution of a whole object.

 

Starting from 1st of July 2007 Plc TREV-2 Grupp works in the capacity of the parent company the task of which is to coordinate the work of branch companies and to form the strategy.

 

Constructional and technical upgrade

In early 1990-ties transition to the western working culture and technics started. In the very beginning enterprise that was successful in socialistic conditions was beyond comparison with western collegues.

 

After some adoptation period it was decided to make a serious change in Plc Teede REV-2and they began to search for possibilites to buy an asphalt cutter. In general it's prise was equal to the annual overturn of the company that days. In spite of high business risk and distrust of banks the enterprise managed to purchase the 2,1 meters wide Wirtgen (2100 DCR) cutter in 1995.

 

Laser management of road machines was taken to use in 1997. Nowadays it is very familiar but not during that period.

 

From the view of professional development 1998 year was important when asphalt plant ERMONT TSM 25 was bought in France. Case concerned the automated production line the productivity of which was 250 tonnes pro hour. This purchase fastened the evolution of the enterprise and was a know-how in production of mixes. Today 6 asphalt plants belong to the concern, three of which are mobile. It is the indicator of the asphalt mixes' producer with the biggest technical power in Estonia.

 

Important objects of road building

In the beginning of 1990-ties all the road building works stalled in Estonia. At first the state was able to fulfil only the most urgent works for conservation of unfinished objects. They came back to the road building from such orders only in 1997.

 

In general the cencern's contribution to the modernisation of main and supporting roads was quite big. Besides reconstruction of Tallinn-Tartu-Võru-Luhamaa, Tallinn-Narva and Tallinn-Pärnu-Ikla highways the companies of the group implemented large-scale works on many supporting roads all over Estonia.

 

The reconstruction of the access road to Paldiski in 1997 (40,8–47,2 km) was essential. Modernisation of the road that connected Tallinn to the former military town that used to be closed was symbolic for Estonia. From 1998 volume works were done on Valga-Uulu, Jõhvi-Tartu-Valga and others highways.

 

The last large-scaled object with participation of Plc Teede Rev-2 was the road section Jõhvi-Kukruse. Total price of the object was 628 million kroons, the works were started in March 2009 and finished in autumn 2010. The biggest in Estonian history road object was built by Lemminkäinen Eesti, Tref, K-Most and  Plc Teede REV-2. The task of Plc Teede REV-2 included the building of a section of four-row road, three split-level crossings, two pedestrian bridges, necessary noice barriers and light traffic roads as well as landscaping.
